911 Dispatch lists 7 game passes on Roblox. Six are for sale, from Colour Customization at 49 Robux to Double XP at 199 Robux. The Season Premium pass has no price and is not for sale; the season track is sold as a developer product instead. Three passes change shift earnings, and two change how your console looks.

Which passes affect earnings?
Double Pay and Double XP each double one end-of-shift reward. Overtime products work "on top of Double Pay and Double XP," as described in shifts and pay. Mutual Aid Contract saves $120 to $260 for each mutual aid unit you use; how often that matters depends on how often you call mutual aid, which the records do not quantify. What is in the Starter Pack, and when can you buy it?
The Starter Pack gives "$10,000, a patrol car, a medic and 3 shifts of overtime" and is "offered for 72 hours after your first shift." For comparison, the $10,000 Cash developer product alone is 149 Robux, so the 99-Robux pack costs less than that product while also adding two units and three Overtime shifts (our comparison from listed prices).
What do Agency Pack and Colour Customization change?
Both are cosmetic. Agency Pack: "Name your agency and pick its patch colour. The name shows in your console’s title bar in place of your username, with a patch of your agency’s initials. Set it under Options > Agency, and change it whenever you like." Colour Customization "allows you to change the colors within the CAD Console." Neither description mentions any effect on pay or XP. Which pass should you consider first?
The records give no direct answer. Double Pay and Double XP apply "at the end of every shift," and in multiplayer each member is paid a share "with your own passes and bonuses on top." The records give no base pay figures, so we cannot calculate when a pass pays for itself. Robux products, including Overtime bundles, are compared on the Robux shop page.
